Dear exporter,
the USA, intended to implement new import regulations for solid
wood packing material according to the IPPC-ISPM15 guidelines
together with Canada and Mexiko on the2nd of January.2004. These
3 countries are organized in the NAPPO(North American Plant
Protection Organization) (http://www.nappo.org/menu_e.shtml.).
Phytosanitary Measures for these 3 countries are discussed and
harmonized in the NAPPO. However the USA will implement the
new regulation according to the IPPC-ISPM guidelines (Industry
Alert).
The IPPC-standard (ISPM15) is a guideline of UN's -suborganisation
FAO. Wooden pallets and (solid) wood packing material has to
get a heat treatment or fumigation and has to be marked on two
sides according to the IPPC-standard. Manufactured or heat processed
wood (like INKA-pallet or particle board) present no danger
whatsoever of plant pests. INKA-pallets therefore are exempt
from the IPPC-ISPM15 requirements for non-manufactured wood.
IPPC-Standard - ISPM15
Details of the guidelines we already can find in the draft
of the new law (USA Federal Register Vol.68, No.97, 7CFR Part
319 Docket no. 02-032-2). In an email-correspondence, Program
Director International Standards/NAPPO der USDA APHIS PPQ in
Riverdale, USA confirmed that these more stringent regulation
will have no bearing on INKA-pallets which are not classified
according to the US definition of "solid wood packing material".
INKA pallets accordingly require neither treatment nor labeling.
In general for shipments to the USA without solid wood there
is not a "non wood declaration" required, contrary
to exports to China! Thus offering the assurance of a rapid
and inexpensive import process. You will save time, aggravation
and money.

Los palets de madera prensada INKA, son la solución a
los reglamentos para los exportadores a Argentina, Australia,
Brasil, Canadá, Chile, China, Colombia, Corea del Sur,
EE.UU., India, Japón, México, Nigeria, Nueva Zelanda,
Sudáfrica, Taiwan, Turquía,...consiguiendo así
que las nuevas normativas no repercutan en sus actividades comerciales
con dichos países.
Los nuevos requisitos de entrada están regulados por:
Australia: Australian Quarantine and Inspection Service
EE.UU.: US APHIS Regulation 7 CFR 319.40 - IPPC-standard (ISPM15)
México: NOM-EM-004-RECNAT-1996
Chile: Ley Nº. 3557 Ministerio Agrícola SAG
Brasil: Portaria Interministerial Nº.: 499 from the 3rd
of November 1999
China: Administration for Entry & Exit Inspection and Quarantine

- Disponemos de los certificados para cada país.
Su objetivo es evitar la posible entrada de plagas, insectos
o parásitos procedentes de otros países que se
encuentran en la madera.
Por ello, cada embalaje hecho con madera, como es el caso de
los palets de madera, deberá incluir en los documentos
para el importador un certificado que garantice el cumplimiento
de dicha normativa. Es por eso que la madera tendrá que
someterse a costosos tratamientos, para obtener el correspondiente
certificado.
Nuestra solución reside en los palets INKA. Las autoridades
reguladoras han confirmado, que los palets de madera prensada
INKA, al estar fabricados a alta temperatura y alta presión,
no se consideran palets de madera natural / (solid wood) sino
que se denominan "Manufactured or heat processed wood (like
particle board or plywood)" y cumplen los requisitos de
las nuevas reglamentaciones de entrada, sin necesidad de fumigaciones
adicionales.
Disponemos de los correspondientes certificados aprobados por
las autoridades de EE.UU., Australia, México, Brasil,
Chile, China, Nueva Zelanda y Sudáfrica que garantizan
la normativa vigente.
